John Baker presents as a panelist at the National Planning Conference
John Baker presented as part of a panel that included leading professors and practitioners of land-use law at the American Planning Association's 2006 National Planning Conference in San Antonio, Texas. John addressed the defense of First Amendment claims arising from the denial of permits for oversized billboards. John has co-authored amicus briefs on the subject for U.S. Courts of Appeals around the Country, arguing that sign companies lack standing to seek invalidation of entire sign ordinances by attacking provisions that apply only to others. John was recently part of a Greene Espel team that won summary judgment for the City of Eden Prairie, Minnesota, in a case that sought to force the City to approve the erection of fourteen large sign structures with messages that would rotate every six to ten seconds.
